RIS Services for Improving the Integration of Inland Waterway Transports into Intermodal Chains

OBJECTIVE: To achieve a common RIS platform for all actors involved into IWT

RISING description

RISING has the overall objective of identifying, integrating and further developing information services such as River Information Services (RIS) in order to efficiently support Inland Waterway Transport (IWT) and logistics operations.IWT has become an integral part of co-modal transport and logistics chains. As such, the IWT sector has to comply with requirements of supply chain management (SCM). Effective transport infrastructure and high-performance Intelligent Transport Systems (ITS) must be further developed which will play a key role in this process.Therefore there is the need to exploit existing and identify new RIS services for almost every step of an IWT-based process:

planning ► execution ► completion

The following potential RIS services for transport-logistics players will be enhanced in the framework of RISING:

§                 RIS information for voyage planning of IWT operators providing data on water level, water depth, maximum height/bridges, berth availability, lock occupation (actual and predictions/forecasts) used for routing, stowage planning, etc.

§                 RIS information for the fleet management of inland navigation including unpropelled inland vessels, by identifying their current position and status of operation

§                 RIS information facilitating event management, i.e. voyage monitoring for IWT operators, freight integrators, inland port operators, sea port operators providing status information, e.g. vessel positions, passing waypoints, missing administrative reports, predictions of problems in continuation of the voyage

§                 RIS information for both inland/sea ports and terminals management by providing Estimated Time of Arrival (ETA) updates for e. g. transhipment operations, management of terminal resources and of pre- and post-haulages.

RISING is a project co-financed by the European Commission (DG MOVE) within the 7th Framework Programme for Research and Technological Development

 RIA’s activities within RISING:

·                                 Demonstration, evaluation and validation of RIS services along Danube;

·                                 Dissemination of the RISING concept and services.

First Industry Forum on RISING organized in Romania- Constantza, 29th of April 2011


The fourth Industry forum for Danube Region in the framework of the EU Project RISNG took place on 29th April in Hotel Ibis in Constanta.

 The event brought together authorities, users and providers of River Information Services and proved to be a good opportunity for debated on future of RIS services.

The RISING Industry Forum in Constanta was opened by Mrs. Monica Patrichi, the Representative of The Transport and Infrastructure Ministry who shown the importance given to the future RIS services and the added value for the potential users.More than 40 attendees were present including different stakeholders from Bucharest, Galati, Giurgiu and Constanta. Each of the presentations delivered by Romanian Intermodal Association (RISING Partner), Romanian Independent Ports Union, Romanian Naval Authority, Asesoft and Constanta Maritime University were followed by debates which demonstrated the high level of the participants’ interest on this subject.

The Industry Forum in Constanta was organized by RIA - Romanian Intermodal Association, under the coordination of Via Donau.

 Second Industry Forum on RISING organized in Romania- Constantza, 6th of April 2012



The second RISING Industry Forum was organized in Constanta on the 6th of April 2012. The necessity of the event was triggered by the end of the RISING project and to better disseminate the project results to the stakeholders from the waterborne transport and logistic services.

More than 40 participants from different organizations (national and local authorities, transport services providers, port operators, logistic services providers, maritime university, consultants) were involved in an interactive debate on RIS services, as well as, the current status of the developments in the industry

The representative of The Ministry of Transport and Infrastructure, Mrs. Monica Patrichi –Head of the Technical Secretariat for the Danube Region, delivered a presentation on the promotion of Romanian Inland Waterways on national level based on the RU Danube Region Strategy {COM(2010) 715 final} and related Action Plan {SEC(2010) 1489 final}. There were also stated the conclusions of the RIS working Group (15-16 March 2012, Vienna).

The results of the RISING project and the possibilities to use RIS were shown by Dr. Costel Stanca, RISING coordinator from RIA. The main focus was on the final objectives to connect the private sector to the River Information System in order to benefit from tools for optimizing the costs and better estimation of goods delivery. The general opinion of the auditorium was towards creating a general procedure for using the web platform and RIS without leading to a risk of a private monopole.

The second RISING Industry Forum held in Constanta/Romania was an outstanding success and all the participants manifested their support for the Romanian Intermodal Association. The RIS services are gaining more market share by the year and thus improving the transport infrastructure in Romania.
